PostgreSQL -T option can be used to exclude a matching table while taking the Pgdump backup. Using the below command you will be able to take a pg_dump of the edbstore database with user edbuser, excluding the "dept" table in the backup file "file1.sql".
[postgres@localhost ~]$ pg_dump -T dept -f file1.sql -d edbstore -U edbuser
